Karnataka Domestic Workers' Law: In the first of its kind, the Karnataka government is reportedly planning to introduce a minimum wage policy for domestic workers. With the upcoming law, the government plans to bring domestic workers under the social security ambit.
Through the proposed Domestic Workers (Social Security and Welfare) Bill, the government plans to put a limit on the minimum wage, provide welfare benefits, and formalise protections for thousands of household workers in urban areas.

Through the upcoming legislation, the government aims to create a rights-based contributory framework, in which household workers like maids, cooks, cleaners, drivers, and nannies, along with their employers and service providers, will be required to register.
To execute the law, make schemes and resolve emerging issues, a dedicated board will be formed under the name ‘Karnataka State Domestic Workers Social Security and Welfare Board’ will be set up.
The Tripartite Board
To ensure proper and equal representation from government officials, domestic workers and their unions, employers, service providers such as agencies and digital platforms, as well as representatives from resident welfare associations, the board will be a tripartite setup, Moneycontrol reported.
The new bill requires employers, placement agencies, and service platforms to contribute up to 5 per cent of domestic workers' wages to a Social Security and Welfare Fund. This fund aims to provide benefits like-
- Medical Support
- Workplace Injury Compensation
- Pension and Retirement Benefits
- Educational Assistance
- Funeral Expenses
The contribution will be made digitally. The government is also considering a tripartite contribution set-up, where all three parties will be able to contribute financially.
