Motor Vehicle Aggregator Guidelines 2025: The Centre on Wednesday released Motor Vehicle Aggregator guidelines 2025, aimed at revamping the framework of ride-hailing services across the country. Under this, directives have been issued by the Ministry of Road Transport and Highways for the smooth and safe operations of electric vehicles, auto-rickshaws and bike taxis.

In the fresh guidelines, private two-wheelers have been given the nod to operate as bike taxis through aggregator platforms across India.

Besides, aggregators must obtain a license from state governments, which will cost Rs 5 lakh for a fresh application and Rs 25000 for renewal. The maximum amount of security deposit has been fixed at Rs 50 lakh. Only companies, LLPs or cooperative societies can apply will be eligible to apply for the licence.

Measures for Drivers

Several measures have been adopted for the welfare of drivers in the Motor Vehicle Aggregator guidelines 2025. The drivers will henceforth be given a minimum health insurance cover of Rs 5 lakh and term insurance of Rs 10 lakh. Besides, they will be allowed to operate on multiple platforms simultaneously.

Passenger Safety Norms

Directions have been issued for the drivers, keeping in mind the safety of the passengers. In the guidelines, all vehicles must be equipped with GPS, panic buttons, a first aid kit and a fire extinguisher for emergency situations. Strict warnings have been issued to the drivers against the use of drugs or alcohol while on duty.

Decisions on Fare Regulation

The guidelines empower the government to fix the base fares, which can be dynamically adjusted-- up to 2x surge and as low as 50 per cent discount. The drivers will get 80 per cent of the earnings; however, this will be 60 per cent if the aggregator owns the vehicle.

Environmentally Friendly Initiatives

Aggregators have been asked to prioritise nature-friendly fuel options. Violations could lead to license suspension or cancellation for up to 3 months. Severe breaches may even attract penalties up to Rs 1 crore.
