The Cockroach Janata Party (CJP) has announced a protest at Jantar Mantar on October 10, demanding the resignation of Chief Election Commissioner Gyanesh Kumar over alleged irregularities in the Special Intensive Revision (SIR) of electoral rolls. Delhi Police has again denied permission for the demonstration, saying the party’s request was merely an intimation and not a duly submitted application.

Ahead of the protest, security has been tightened across the capital, with police and paramilitary personnel deployed, border checks intensified, restrictions planned at Metro stations, several trains cancelled and mobile internet services suspended in a designated area.

Delhi Police Denies Permission Again

Delhi Police said the CJP’s request was received only a few days before the proposed protest, instead of the required 10-day advance notice. It also cited concerns over public order and alleged non-compliance with directions during an earlier demonstration.

Joint Police Commissioner of the Eastern Range Milind Kumbhare said security personnel had been deployed across all three districts under his jurisdiction.

“We are fully prepared in all three districts. Full deployment has been done,” he said, adding that police were informing people that permission had not been granted and urging them to maintain peace.

Kumbhare said police were checking vehicles at Delhi’s borders and coordinating with the Uttar Pradesh Police to monitor possible movement from Ghaziabad and Noida.

Security Tightened: Police, Paramilitary Personnel Deployed

Delhi Police has drawn up an extensive security plan, with more than 20,000 police personnel expected to be deployed across the capital. In addition, 221 companies of Central Armed Police Forces (CAPF), comprising around 23,000 personnel, have been made available for deployment.

More than 6,500 security personnel will be deployed within a 1.5-km sensitive zone covering Jantar Mantar, Janpath, the Election Commission and Delhi Police headquarters. At least seven layers of barricading have been installed on roads leading towards the protest site.

Police have also identified 37 blocking points across the New Delhi district and designated detention centres across all 15 districts. Security has been intensified at Delhi’s borders, including Chilla and Singhu, where police are checking vehicles and monitoring movement from neighbouring cities.

At Nabi Karim, police personnel are conducting thorough checks at hotels and guest houses alongside an awareness drive. The BSF has also been deployed at the Chilla border with Delhi and Noida Police.

Activists Detained, House Arrests Reported

Activists planning to travel to Delhi for the demonstration have reported detentions and house arrests in several states. Student organisations have also claimed that more than 1,000 people were detained while attempting to join the protest. This figure has not been independently verified.

Delhi Metro Restrictions

Delhi Police sought restrictions on entry and exit at 57 Metro stations ahead of the protest. Commuters should check the latest Delhi Metro Rail Corporation (DMRC) advisory for the final list of affected stations and timings.

The proposed restrictions are aimed at preventing large crowds from reaching sensitive areas around Jantar Mantar and central Delhi.

Trains Cancelled At New Delhi, Hazrat Nizamuddin

Several trains scheduled to arrive at New Delhi and Hazrat Nizamuddin stations between 4 am and 2 pm on October 10 have been cancelled due to anticipated traffic congestion.

Passengers have been advised to check their train status before leaving for the station.

Mobile Internet Suspension Near Jantar Mantar

Mobile internet services will be suspended within a four-kilometre radius of the Janpath-Kartavya Path crossing from 10 pm on October 9 until 10 pm on October 10. The restriction applies to the designated area and is not a blanket internet shutdown across Delhi.

Traffic Restrictions, School Changes

Delhi Traffic Police has warned of possible diversions and congestion at around 30 locations from 6 am on October 10, including stretches around Mandi House, Connaught Place and Minto Road. Commuters have been advised to allow extra time and follow police instructions.

Some schools and colleges have shifted classes online or postponed activities. These are institution-specific decisions, not a blanket closure across Delhi.

Retail liquor shops in Delhi will remain closed on October 9 and 10 under an Excise Department order. The New Delhi Traders Association has also advised establishments in Connaught Place to consider closing as a precaution.

Authorities have urged residents to maintain peace and cooperate with security personnel during the proposed demonstration.
