Red Fort Blast: Accused Adil's Brother Dr Muzaffar Key Conspirator And Bombs Made In Faridabad; What NIA Probe Found

Jagran Correspondent, New Delhi | The National Investigation Agency (NIA) has uncovered several new clues regarding a terrorist plot during its investigation into the November 2025 car bomb blast near the Red Fort. The agency named three more accused in a supplementary chargesheet filed before the special NIA court at Patiala House, claiming that the attack was part of a long-planned conspiracy.

The NIA has included absconding paediatrician Dr Muzaffar Ahmed alias Faraz alias Zafar, Zameer Ahmed Ahangar, and Tufail Ahmed Bhat in the supplementary chargesheet. The NIA has named Dr Muzaffar as one of the key conspirators in the attack. With this, the number of accused charged in the case has increased to 13.

According to the NIA, Muzaffar Ahmed is an MBBS and MD and the elder brother of co-accused Dr. Adil Ahmed Rather. Investigations have revealed him to be a founding member of the Al-Qaeda-linked terrorist organization Ansar Ghazwat-ul-Hind (AGUH) Interim. The agency claims that he, along with Dr. Umar Un Nabi, Muzammil, Dr. Adil, and Mufti Irfan, masterminded the vehicle-based bomb blast (VBIED) near the Red Fort on November 10, 2025, which killed 11 people.

The investigation also revealed that the AGUH Interim terrorist module was formed during a secret meeting held at the Eidgah in Srinagar in June 2022. Muzaffar was present at this meeting and later played an active role in the preparation, testing, and safekeeping of TATP (triacetone triperoxide)-based IEDs at a secret hideout at Al-Falah University in Faridabad.

TATP is considered a highly powerful homemade explosive. The explosives were manufactured, tested, and stored at this location.

Terrorist Network Extended To Delhi-NCR

According to the charge sheet, the terrorist network operating from Jammu and Kashmir extended to Delhi-NCR, where explosives were manufactured at a secret hideout in Faridabad, while weapons and funds were supplied through separate channels. The investigation also revealed that the foundation of the AGUH interim terrorist module was laid at a secret meeting held at the Eidgah in Srinagar in June 2022.

According to the NIA, the arrested accused, Zameer Ahmed Ahangar, was an overground worker for the organization, providing weapons, ammunition, and cash to the terrorists. Meanwhile, Tufail Ahmed Bhat, a former overground worker of the banned Lashkar-e-Taiba, obtained AK-47s, Krinkov rifles, pistols, magazines, and live cartridges through handlers and provided them to the main accused, Dr. Umar Un Nabi, for approximately three lakh rupees.

Non-Bailable Warrant Issued Against Muzaffar Ahmed

The NIA has issued a non-bailable warrant against the absconding Muzaffar Ahmed. The agency said it is conducting continuous raids and other actions to arrest him.

The NIA stated that strong evidence has been gathered against the accused based on forensic investigations, digital evidence, geo-location mapping, and a thorough examination of financial transactions. The agency stated that the investigation is ongoing and the role of other individuals associated with this terrorist network may also come to light in the future.
