The Gurugram Metropolitan Development Authority (GMDA) has issued strict guidelines requiring all Resident Welfare Associations (RWAs) and developers to repair and operationalise their rainwater harvesting systems by December 31, 2025.

Background And Directive

The directive stems from the outcomes of a workshop on hydrology and urban water management held on November 15 at DAV Public School, Sector 49. The meeting was chaired by Principal Advisor for Urban Development, DS Dhesi. Following presentations by experts, it was decided that immediate action is required to address the city's waterlogging issues during the monsoon season, which are exacerbated by non-functional harvesting systems that allow water to flow onto roads.

Compliance Requirements For Societies

The new guidelines apply specifically to societies with an area of 1.15 acres or more.

Deadline: Any design changes or necessary repairs to existing structures must be completed by December 31, 2025.

Certification: RWAs or developers are required to issue a certificate confirming that the rainwater harvesting pits on their premises are in working condition. This certificate must be submitted to the GMDA’s enforcement division by the December 31, deadline.

Verification And Inspections

To ensure compliance, the GMDA has outlined a rigorous verification process:

Random Inspections: The authority will conduct random inspections of at least ten societies across different areas of Gurugram.

Joint Task Force: A joint team comprising hydrologists from the Irrigation Department, GMDA, and the Department of Town and Country Planning (DTCP) will verify the systems.

Report Timeline: The inspection report is scheduled to be submitted by January 15, 2026.

Government Buildings Included

The mandate extends beyond private societies. Government departments have been directed to ensure their rainwater harvesting systems are operational within the same timeframe. Key locations identified include:

- The Mini Secretariat

- PWD Guest House

- Gurugram Municipal Corporation office (Sector 34)

- Haryana Urban Development Authority office (Sector 14)
