The Chief Election Officer of Delhi on Tuesday issued a clarification over the inclusion of the name of BJP Rajya Sabha MP Raghav Chadha in the voter list in Delhi after Aam Aadmi Party (AAP) raised questions.
Denying any irregularity in Chadha's inclusion, the poll body said that any inclusion, deletion and modification in the voter list takes place through prescribed procedures.
According to the Chief Electoral Officer's office, Form 6 is used to add a name to the voter list, Form 7 to delete a name, and Form 8 to amend an existing entry. As per rules, voters can submit the forms to add their names at any time of the year.
The CEO clarified that the process of addition of new names remains seized during the SIR but only till the draft rolls are published.
Citing the detailed Election Commission of India guidelines, the CEO said that ERO needs to ensure that the "Final roll is a single updated roll."

Accordingly, the list was opened for addition after August 31, the date of draft publication, and the new names were provided serial numbers next to what the last name in the list had. The poll body already received 2.14 lakh Form 6 till August 31.
Between August 31 and September 7, 25,011 more Form 6 were received. The poll body said that the process of addition of names has already started and as on September 8, approximately 700 Form-6 have been approved.
What did AAP say?
AAP Delhi unit president, Saurabh Bharadwaj, on Tuesday alleged that Raghav Chadha's name was added to the list amid SIR. He also stated that the booth in Rajinder Nagar where Chadha used to reside had only 746 voters as per the draft roll but his serial number was 747.
"The draft electoral roll from the first phase of the SIR on August 31 shows that at the booth in Rajinder Nagar where Raghav Chadha used to reside, there were only 746 voters. Now, I observe that his vote has suddenly reappeared at a booth in Rajinder Nagar, and his serial number is 747. We want to know from both the Election Commission and Raghav Chadha how this happened. If there is a specific procedure involved," the former Delhi minister said.
