Recognition of private schools in Jharkhand will no longer be delayed due to the absence of MPs or MLAs in district-level committee meetings. Under the amended Jharkhand Right of Children to Free and Compulsory Education Rules, legislators can now send representatives to attend such meetings, ensuring smooth decision-making.

The move follows an order of the Jharkhand High Court, which directed changes to streamline the recognition process. The number of members in the recognition committee, chaired by the Deputy Commissioner, has also been reduced from 12 to five. The committee will now comprise the Additional Collector, District Education Officer, District Superintendent of Education, and the local MP and MLA (or their representatives).

Decisions will be made by majority vote, requiring the support of at least four members, including the chairperson. A quorum will be valid if more than half the members are present.

In another significant change, the state government has scrapped the earlier provision mandating private schools to maintain a fixed deposit of Rs 1 lakh in a security fund for recognition. The High Court had struck down the clause while hearing a petition on May 2.

Officials said the amendment would not only remove bureaucratic delays but also make the recognition process less burdensome for schools across the state.
