GRAP 4 Guidelines: Mumbai’s civic authorities have started enforcing the Graded Response Action Plan-4 (GRAP-4) in selected parts of the city as air quality concerns continue. Although Mumbai’s Air Quality Index (AQI) improved to the ‘moderate’ range on Monday with a reading of 103 at 4 pm, several pockets have seen repeated spikes over the past month, prompting stricter controls.

According to earlier assessments, neighbourhoods such as Mazgaon, Malad and Deonar have consistently reported ‘poor’ air quality throughout November and even slipped into the ‘very poor’ category. GRAP-4 has now been activated mainly in these high-risk zones.

The Brihanmumbai Municipal Corporation (BMC) has begun targeted actions, focusing on construction sites, dust-heavy stretches and small industries. Officials said flying squads have inspected several spots across the city and issued stop-work notices where norms were ignored. Authorities also emphasised the need for stronger dust control and monitoring of waste

The Hindustan Times report cited a civic official as confirming that 95 flying squads checked 70 construction locations and ordered 53 of them to halt work until compliance improves. The teams will remain active to track emissions and ensure that guidelines are followed. The BMC has also empowered 450 junior supervisors to impose penalties for waste dumping and other polluting activities.

Some trades have been instructed to make changes as well. Bakeries using old chimneys must remove them, while marble-cutting units in Andheri East have been asked to adopt cleaner practices.

GRAP-4 in Mumbai: What is Allowed and What is Restricted

Not Allowed:

- Construction and dust-producing activities in highly polluted zones

- Improper waste disposal, including dumping debris on roads

- Burning of plastic, waste and other polluting materials

- Use of outdated bakery chimneys

- Marble cutting without cleaner technology

Allowed:

- Intensive road cleaning and dust control measures

- Regular inspections by flying squads

- Penalties for industries and units violating pollution norms

- Monitoring of emissions in areas such as Borivali East, Malad West, Chakala, Deonar, Mazgaon, Navy Nagar, Mulund West and Powai
