Mumbai News: Work on the dedicated subway linking the upcoming Vidhan Bhavan Metro Station on Mumbai Metro Line 3 to Mantralaya, the New Administrative Building and Vidhan Bhavan is moving ahead steadily, with completion targeted for December 2025.
Mumbai Metro: 306-Metre Passage To Link Metro And Key Offices
The 306-metre-long underground passage aims to give commuters and government staff direct, weather-protected access from the Metro station near Nariman Point to key state government offices. According to the Mumbai Metro Rail Corporation Ltd (MMRCL), which is building the Metro 3 line, piling work has been fully completed, excavation is 59 per cent done, NATM tunnelling stands at 74 per cent and 24 per cent of the finished structure is ready.

Construction Progress: Piling Done, Excavation Over Halfway
The project, estimated at Rs 99.8 crore, had been delayed due to security concerns raised by the state home department. Work resumed in December 2022 after the necessary clearances were granted.
Project Delays Due To Security Concerns
Planned under a Memorandum of Understanding between the Public Works Department (PWD) and MMRCL in October 2019, the design includes two separate corridors, out of which one for government employees and another for the general public visiting these offices. Initially expected to be completed in nine months, the schedule was pushed back due to the earlier halt.

Part of MMRCL’s Wider Connectivity Plan
As part of MMRCL’s wider connectivity plans, the subway will link directly to the unpaid concourse of the Metro station, allowing passengers to buy tickets after entering. This will reduce dependence on surface travel through crowded roads and cut walking time between the station and administrative buildings.
Once operational, the Vidhan Bhavan–Mantralaya subway is expected to benefit thousands of daily commuters, improving safety, convenience and accessibility in one of Mumbai’s busiest administrative zones.
