1. Uttar Pradesh

Uttar Pradesh tops the list with a high per capita crime rate of 7.4 per 1000 people. The state reports a large number of violent crimes, including murder, rape, and kidnapping, along with communal clashes. Key reasons behind the high crime rate include population size, political influence, unemployment, and poor law enforcement in certain regions.

2. Arunachal Pradesh

Despite being a northeastern state with a smaller population, Arunachal Pradesh has a crime rate of 5.8 per capita. Property crimes, such as theft and burglary, along with local disputes and domestic violence, are commonly reported. The geographical remoteness and lack of strong administrative control contribute to the rising crime.

3. Jharkhand

Jharkhand faces a significant number of crimes related to land disputes, tribal conflicts, and Naxal activities. With a 5.3 per capita crime rate, issues like poverty, unemployment, and poor infrastructure play a major role in driving criminal activities, especially in rural and tribal areas.

4. Meghalaya

Meghalaya sees more cases of sexual offences, theft, and crimes related to youth violence. With a rate of 5.1, crimes here are often connected to social unrest, unemployment, drug abuse, and gaps in law enforcement in remote areas.

5. Delhi

Being the national capital and one of the union territories, Delhi has a per capita crime rate of 5.0. The city frequently reports crimes like robbery, sexual assault, cybercrime and road rage. Major reasons include overcrowding, high migration, socio-economic gaps, and pressure on the police system.

6. Assam

Assam records a high number of domestic violence cases, human trafficking, and political conflicts. With a 4.4 crime rate, the key causes include ethnic tensions, economic struggles, and limited access to fast justice in rural regions.

7. Chhattisgarh

Chhattisgarh sees many cases related to Naxalite insurgency, violence against women, and rural crimes. The per capita crime rate stands at 4.0, mainly driven by social instability, lack of education, and conflicts in forest areas.

8. Haryana

Haryana records 3.8 crimes per 1,000 people, including domestic violence, honour killings, and road accidents. Social customs and gender-related issues are some factors behind the crime rates here.

9. Odisha

Odisha also has a crime rate of 3.8 per 1,000 people. Common crimes include theft, trafficking, and violence related to natural disasters. Poverty and lack of development in rural areas contribute to these crimes.

10. Andhra Pradesh

Andhra Pradesh has a relatively lower rate at 3.6, but it still sees many cases of cybercrime, property disputes, and crimes against women. Factors such as urbanisation, domestic conflicts, and rising online fraud contribute to the state's crime numbers.
