Chief Minister Yogi Adityanath, in a comprehensive review meeting held via video conferencing on Thursday, issued a series of directives to senior officials regarding the upcoming festival season, the state's law and order situation, and the UPPCS examination. He stressed that this year's Diwali should be celebrated in the spirit of 'swadeshi' (indigenous products) and instructed all administrative and police officials to maintain the highest level of vigilance.
Acknowledging the successful and peaceful conduct of recent major events like Durga Puja and Dussehra, the Chief Minister stated that the upcoming festivals are another opportunity to prove the efficiency of the state machinery.
A 'Swadeshi' Diwali
The Chief Minister emphasised that "Swadeshi ho Diwali" (Let Diwali be indigenous) is not just a slogan but a collective resolve towards a self-reliant India. Key directives include:
- Encouraging families from all sections of society to purchase indigenous products.
- Organising 'Swadeshi' fairs in every district starting from October 10 to promote local goods.
- Instilling a sense of pride in local products with the sentiment, "Say with pride, this is indigenous."
Law And Order And Festival Security
With major festivals like Narak Chaturdashi, Diwali, Govardhan Puja, Bhai Dooj, and Chhath Puja approaching, the CM issued strict instructions to ensure peace and harmony:
Zero-Tolerance Policy: The strictest action must be taken against disruptive elements who tamper with law and order.
Heightened Vigilance: The intelligence network must remain active, and the police force must be on high alert. Special vigilance is to be exercised after Friday (Jumma) prayers.
Social Media Monitoring: Strict action is to be taken against those inciting caste-based sentiments online. The Home Department was also asked to work effectively on drone-related rumors.
Women's Safety: The safety and dignity of mothers and sisters were highlighted as the highest priority and must be ensured at all costs.
Focus On Ayodhya Deepotsav And Kashi's Dev Deepawali
Recognising these events as a national identity that attracts hundreds of thousands of visitors, the Chief Minister mandated:
Highest Priority: Traffic management, security, and civic arrangements for these events should be the top focus.
Global Image: These festivals showcase Uttar Pradesh's cultural heritage to the world, and no disruption will be tolerated.
Specific Festival Regulations
Firecrackers: Shops and warehouses must be located away from populated areas. Timely licenses and NOCs should be issued, and adequate fire safety arrangements, including fire tenders, must be in place. A strict ban on environmentally harmful firecrackers will be enforced.
Idol Immersion: To protect rivers, the immersion of Lakshmi idols should be done in designated ponds.
Food Safety: The FSDA and district administrations must conduct expedited inspections to prevent the adulteration of milk, sweets, and other food items, ensuring that traders are not harassed while taking immediate action against the guilty.
Integrity Of UPPCS Examination
With over 600,000 candidates set to appear for the Uttar Pradesh Public Service Commission (UPPSC) exam on October 12, the CM directed:
Fairness And Transparency: The integrity of the examination is the highest priority.
Strict Action: The local administration must provide full cooperation to the commission and take immediate, stringent action against any suspects or individuals involved in malpractices.

Civic Preparations
Municipal bodies and district administrations were instructed to ensure:
- A special cleanliness drive before the festivals.
- Clean and well-lit roads and lanes, with prompt resolution of waterlogging issues.
- Uninterrupted power supply and installation of decorative spiral lights in cities.
- Coordinated traffic plans to prevent inconvenience for devotees at major religious sites.
