The Greater Noida Authority has initiated the development of an advanced AI-based encroachment monitoring system in collaboration with the Indian Space Research Organisation's (ISRO) National Remote Sensing Centre (NRSC).
This initiative, directed by Authority CEO NG Ravi Kumar, is a first for any development authority in the country. Its primary objective is to ensure transparency, apply a scientific approach to land management, and enable effective, timely action to prevent encroachment.
Project Details And Timeline
Preparations are underway to sign a Memorandum of Understanding (MoU) with ISRO soon, after which work on the system will begin. The project has a clear timeline:
First Phase (Test Data): To be ready by December.
System Completion: Targeted for March 2026.
The system will integrate Artificial Intelligence with high-resolution satellite images. This will help in accurately identifying encroachments and providing precise information about land availability, allowing the Authority to receive timely information and make easier decisions using GIS-based images.
ISRO's Role And Deliverables
Under the MoU, the NRSC will be responsible for developing:
- An AI-based monitoring model
- A monitoring dashboard
- An alert system
Furthermore, ISRO will train the staff of the Greater Noida Authority to ensure the system can be operated effectively and without issues after it is handed over.
A Step Towards Technology-Driven Governance
CEO NG Ravi Kumar described the initiative as a "significant step towards technology-driven governance," stating that the collaboration with ISRO will bring "greater transparency, accuracy, and accountability to land conservation and public property management."
The Authority's ACEO, Sumit Yadav, who is leading the project, added that AI and satellite-based monitoring will "significantly enhance encroachment prevention and response capabilities." He called it a "crucial step towards establishing a smart, data-driven and proactive enforcement system."

This visionary project is seen as a transformative step towards technology-based urban management. This model is expected to provide a new direction for land conservation in Greater Noida and serve as an excellent example and roadmap for other development authorities and urban local bodies, reinforcing the Authority's commitment to modern governance and the public interest.
