Police have issued a comprehensive security plan for Dussehra, establishing strict regulations for the burning of Ravana effigies and warning that legal action will be taken against violators. A complete ban has been placed on using rockets or any explosive materials within the effigies.

SP City Ayush Vikram Singh stated that an FIR will be registered against anyone who burns a Ravana effigy without police permission. Permission is being granted only after a thorough inspection of the proposed location.

Organisers must adhere to several key safety standards:

- The height of the effigy must be appropriate for the location. The width of the venue must be three to four feet greater than the effigy's height to ensure safety in case the burning structure falls.

- A complete ban is in effect on placing explosive materials or rockets in the effigy to prevent harm to onlookers.

- Fire-extinguishing equipment must be readily available at the site to control any potential fire immediately.

- In the event of any accident, the organizers will also be named as accused in the case.

- Notices have been issued by respective police stations to all organizers to ensure they comply with these standards.

Security Deployment And Zonal Plan

For security management, the district has been divided into 14 zones and 32 sectors. Circle Officers (COs) have been given responsibility for each zone, while station in-charges will oversee the sectors, continuously patrolling their areas. Outpost in-charges will also be present in their respective areas during the effigy burnings.

- SP City Singh confirmed that police personnel have been assigned duties across the district.

- Five police personnel will be deployed at each Ravana effigy site.

- The Rapid Action Force (RAF) has been deployed in sensitive areas.

- Additional police forces will be stationed at locations where fairs are being held.

- All events will be video-recorded by the police to help expose any negligence in case of an incident.

Social Media Monitoring

- Police will also be closely monitoring social media for any inappropriate or inflammatory content.

- Cyber and surveillance teams have been deployed for this purpose.

- SSP Dr Vipin Tada warned that a case will be filed under the IT Act against anyone who posts inappropriate comments during the festival.

- Police are actively monitoring many WhatsApp groups, as well as Instagram, Facebook, and X (formerly Twitter).
