The Uttar Pradesh government followed the Centre’s decision to stop giving an additional honorarium to teachers under the Madarsa Modernisation Scheme, which aimed to provide quality education in madarsas. The Yogi Adityanath-led government scrapped the additional honorarium that it had decided to provide to the teachers of these madarsas.
The decision taken by the state government will affect about 25,000 teachers who were hired to teach various subjects in madarsas including Hindi, English, Mathematics, Science and Social Studies.
Minister of State for Minority Welfare Danish Azad Ansari said the honorarium for teachers was stopped due to technical reasons in Uttar Pradesh after the Centre issued an order to stop the honorarium. He stated that the Yogi Adityanath government is serious about the madarsa modernisation of teachers and a solution to this issue will be found soon.
Madarsa Modernisation Scheme
The Madarsa Modernisation Scheme was launched by the Central Government in 1993-94 and renamed as 'Scheme for Providing Quality Education in Madrasa' (SPQEM) in 2008. Under this scheme, graduate teachers were given an honorarium of Rs 6,000 per month and postgraduate teachers were given Rs 12,000 per month. The state government had added Rs 2,000 and Rs 3,000 per month respectively, making the total honorarium Rs 8,000 and Rs 15,000 for graduate and postgraduate teachers respectively.

The scheme had received approval from the Central Government only till the year 2021-22, but the teachers in the state had not been getting honorariums from the Centre even before. The Minority Welfare Minister had recently assured to give additional honorarium, but the Joint Secretary of the Minority Welfare Department has instructed the Director not to issue any financial approval for this to date. The Director has also stopped the payment of honorarium by sending orders to all the district administrations.
