The Uttar Pradesh government has decided to install CCTV cameras and public address systems in rural areas across the state for security and sanitation purposes. The decision was inspired by the success of Operation Trinetra in Gorakhpur district, which helped to curb crimes, especially against women and to maintain the Open Defecation Free (ODF) status in villages.

According to the guidelines issued by the state administration, the project will be implemented in all village panchayats in the state. A committee under the district magistrate (DM) in each district will oversee the purchase and installation of CCTV cameras and loudspeakers at prominent locations, community toilets, village secretariats, schools, roads and entry and exit gates of villages. The CCTV cameras and public address systems will be linked with the integrated police command and control system.

The expenditure on the project will be funded from the resources available to zila panchayats and kshetra panchayats and village panchayats under the central and state finance commissions. Individuals, NGOs, voluntary organisations and other public welfare societies can also contribute and install CCTV cameras and public address systems in villages as donations and have their names displayed on them in return.

By installing CCTV cameras in various places in villages, the government hopes to achieve continuous monitoring, which can prevent crimes, especially those targeting women and also keep an eye on those who still defecate in the open, besides protecting the public properties under village panchayats, the officials stated.
