In compliance with the Government of India's directive, the Uttar Pradesh government has implemented a new rule under which the birth certificate will be the only valid document to establish the date and place of birth for all children born after October 1, 2023.
According to the state’s Director and Joint Registrar General (CRS), the registration of every birth and death has been made mandatory across the state. Registration must be carried out at the location where the birth or death occurs, with designated registrars appointed for each area. These include zonal officers of municipal corporations, executive officers of municipal councils and nagar panchayats, medical officers in charge of government hospitals, ANMs at health sub-centers, and Gram Vikas Adhikaris in gram panchayats.
As per the rules:
-Registration is free if completed within 21 days of the incident.
-A late fee of Rs 2 and permission from the Registrar is required for registrations done between 22 and 30 days.
-For delays between 31 days and one year, permission from the Chief Medical Officer (urban) or District Panchayat Raj Officer (rural) along with a Rs 5 fee is mandatory.

-If more than a year has passed, an order from the Sub-Divisional Magistrate and a Rs 10 late fee will be required.
All private hospitals and nursing homes have been designated as informants, and provided with Informant IDs to register events online. The official portal for all registrations is crsorgi.gov.in, which has been mandatory since February 1, 2020. Any use of non-official portals or handwritten certificates is now considered invalid. However, older handwritten certificates can be digitised by the Registrar via the same CRS portal.
Citizens can also self-report births or deaths occurring at home through the online portal within the 21-day window and apply for a certificate.
