Work on the proposed Rispena and Bindal elevated road projects, key initiatives to ease mounting traffic congestion in Dehradun, is set to accelerate after the state Cabinet approved exemptions from GST and royalty payments. The combined GST amount stands at Rs 46 crore, while royalty totals Rs 575 crore.

Both elevated corridors will be constructed by the National Highways Authority of India (NHAI). The Union Ministry of Road Transport and Highways has agreed to fund the entire civil construction cost, with the condition that the state government bear expenses related to land acquisition and utility shifting.

The state will also waive the GST estimated in the DPR and royalty on materials used for the projects. The Public Works Department (PWD) placed the proposal before the Cabinet, which approved. Under the arrangement, the PWD will initially deposit the GST and royalty charges, which will then be reimbursed by the Finance Department.

In another key decision, the Cabinet approved amendments to the Public Works Department Subordinate Engineering Service Rules, 2007, enabling Group-C employees of the PWD, such as draughtspersons, clerks, personal assistants, accounts staff and motor drivers, to be promoted to five per cent of Junior Engineer (JE) posts. Employees who have completed 10 years of service and obtained the required diploma will now be eligible for promotion through the Public Service Commission.

The decision is expected to improve career progression opportunities within the department.
