The Uttarakhand government has implemented a major policy overhaul in the operation of the Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana and the Atal Ayushman Yojana to strengthen financial discipline and simplify procedures. A government order has been issued in this regard, withdrawing several incentives and provisions.

As per the order, the 10 per cent incentive granted to empanelled EHCP hospitals in Haridwar and Udham Singh Nagar has been discontinued. Additionally, the 10 per cent extra incentive earlier provided to entry-level NABH-accredited hospitals, excluding those in hilly areas, has also been withdrawn. Multiple incentives applicable to various treatment packages have been removed, with a new provision allowing only a single maximum permissible incentive per category.

Under the revised policy, cataract surgery has been excluded from the state-funded Atal Ayushman Yojana, though kidney dialysis services will continue unchanged. ESI cardholders have also been excluded from coverage under the state-funded scheme.

Both the Ayushman Bharat and Atal Ayushman schemes will now operate under an insurance-based model. The order further states that incentives for treatments provided under state health schemes in government hospitals and medical colleges will be phased out. Officials have been directed to prepare a Request for Proposal (RFP) for the selection of insurance companies and submit it to the government.

“These changes will ensure the effective implementation of the schemes and help curb financial irregularities,” said Prof CP Bhaisora, Principal, Medical College, Almora.
