An analysis of affidavits from the 243 newly elected candidates in the Bihar Election 2025 by the Association for Democratic Reforms (ADR) and Bihar Election Watch has revealed key statistics on criminal backgrounds and financial assets.

1. MLAs With Criminal Cases

Overall, the number of elected MLAs with declared criminal cases has seen a 15per cent decrease compared to the 2020 election.

Total MLAs with Criminal Cases: 130 (53 per cent ) of the 243 winners have declared criminal cases.

- This is a decrease from 2020, when 163 (68 per cent ) of elected MLAs had criminal cases.

MLAs with Serious Criminal Cases: 102 (42 per cent ) of the winners have serious criminal cases.

- This has also decreased from 2020, when the figure was 51per cent .

Specific Serious Cases:

- Murder: 6 winners have declared cases related to murder.

- Attempt to Murder: 19 winners have declared cases of attempt to murder.

- Crimes Against Women: 9 winners have declared cases related to atrocities against women.

Party-wise Breakdown of MLAs with Serious Criminal Cases:

BJP: 43 out of 89 (48 per cent )

JDU: 23 out of 85 (27 per cent )

RJD: 14 out of 25 (56 per cent )

LJP (Ram Vilas): 10 out of 19 (53 per cent )

Congress: 3 out of 6 (50 per cent )

AIMIM: 4 out of 5 (80 per cent )

Rashtriya Lok Morcha: 1 out of 4 (25 per cent )

CPI-ML: 1 out of 2 (50 per cent )

CPI(M): 1 out of 1

IIP: 1 out of 1

BSP: 1 out of 1

2. Financial Background Of MLAs

The report shows a significant increase in the number of millionaire MLAs and the average assets of winning candidates.

Total Millionaire MLAs: 218 (90per cent ) of the 243 elected MLAs are millionaires.

- This is an increase from 2020, when 194 (81per cent ) of winners were millionaires.

Historical Rise: The number of millionaire MLAs has increased more than fourfold in 15 years, rising from just 45 in 2010.

Average Assets Of Winning Candidates:

- 2025: Rs 9.02 crore

- 2020: Rs 4.32 crore

- 2015: Rs 3.02 crore

- 2010: Rs 82 lakh

Party-wise Breakdown of Millionaire MLAs:

- RJD: 24 out of 25 (96 per cent )

- JDU: 78 out of 85 (92 per cent )

- BJP: 77 out of 89 (87 per cent )

- LJP-R: 16 out of 19 (84 per cent )

- HAM: 4 out of 5 (80 per cent )

- CPI-ML: 1 out of 2 (50 per cent )

- Congress: All 6 candidates (100 per cent )

- RLM: All 4 candidates (100 per cent )

- CPI(M): 1 out of 1 (100 per cent )

- IIP: 1 out of 1 (100 per cent )

- BSP: 1 out of 1 (100 per cent )
