Bihar has set a precedent in the Special Summary Revision (SSR) 2025 of the voter list for the upcoming assembly elections. The transparency and systematic operation of the process, overseen by the Election Commission, resulted in not a single appeal being filed by any voter after the list's update.
Over 7.81 crore voters have been included in the list, with no complaints regarding additions, deletions, or modifications. The process, overseen by District Election Officers (DEOs) and Electoral Registration Officers (EROs), involved 77,392 Booth Level Officers (BLOs) and 142,149 Booth Level Agents (BLAs) appointed by political parties.
Despite voters having the right to appeal under the RP Act 1950, none were filed during SSR 2025. The Election Commission of India acknowledged the absence of systemic issues in Bihar's voter list process, contrasting it with appeals received from other states.
The Commission attributed this to the diligent work of BLOs and BLAs, and plans to train BLAs from other states to replicate Bihar's success. While acknowledging a potential lack of awareness about rights and procedures among voters and political parties, the Commission plans to address this by training Booth Level Agents of political parties to enhance their active and competent participation in future voter list revisions.
