To ensure transparency and curb irregularities in the posting of full-time principals, the Raj Bhavan Secretariat has issued strict guidelines to universities across Bihar. Vice-Chancellors will no longer have arbitrary control over appointments, and any attempt to secure positions through lobbying or “jugaad” will result in immediate action against the concerned individuals.
The move follows the recent selection process conducted by the Bihar State University Service Commission, which shortlisted 116 eligible candidates for full-time principal posts across the state’s affiliated colleges. Initially, 173 posts were advertised, but only 156 candidates met the eligibility criteria. Out of these, 116 successfully cleared the interviews and will now be appointed.
A senior official from Raj Bhavan confirmed that in-charge principals currently holding positions in these 116 colleges will be replaced by the newly appointed full-time principals. For the remaining 57 affiliated colleges, acting principals will continue until further recruitment is conducted.

To maintain impartiality in the posting process, a three-member committee will oversee the allocations, with the Vice-Chancellor of the concerned university as Chairperson, a Governor-nominated member, and the Registrar. Importantly, the entire posting process will be video recorded, and presence of all committee members will be mandatory.
A lottery system will be adopted to determine postings. Colleges will first be listed in English alphabetical order, and a separate list of the selected principals will be prepared. Slips bearing principals' names will be placed in a box. An office attendant or equivalent staff member will draw names, and the principal whose name is drawn will be allotted the first college on the list, followed by others in sequence.
Raj Bhavan has also allowed certain exceptions based on humanitarian grounds. Options will be collected from principals for preferences based on:
-Spousal posting at the same location (if both partners are in government service),
-Life-threatening illnesses of self or dependent family members (with supporting medical board recommendation or self-declared affidavit),
-Dependents with physical disabilities even if not life-threatening.
These options will be considered during the allocation process, ensuring that personal and medical challenges are respected in the posting decisions.
The Chancellor's office has made it clear that any negligence or deviation from the outlined procedures will result in accountability for Vice-Chancellors and university authorities. The Raj Bhavan is committed to maintaining fairness, transparency, and merit-based appointments across Bihar’s higher education institutions.
