In a major boost to the capital's infrastructure, the Delhi government’s Expenditure Finance Committee (EFC) on Tuesday approved three long-pending and significant projects. These include the extension of the Modi Mill and Savitri Cinema flyovers and the construction of a 22-kilometre-long drain on Mehrauli-Badarpur (MB) Road.
The Public Works Department (PWD) will execute these projects at a total estimated cost of over Rs 759 crore.
Flyover Extensions: Rs 370 Crore Allocation Financial approval of Rs 370 crore has been granted for the flyover projects, with a construction timeline set at 30 months.
Modi Mill And Kalkaji Connection: A sum of Rs 312.94 crore will be spent on extending the Modi Mill flyover to connect it with the Kalkaji flyover and doubling the existing Kalkaji flyover. Under this plan, a 1,140-metre-long, three-lane carriageway will be built to extend the Modi Mill flyover to the Kalkaji Mandir flyover. Additionally, to double the capacity of the Kalkaji Mandir flyover, an 870-metre-long, three-lane carriageway will be constructed.
Savitri Cinema Parallel Flyover: A budget of Rs 58.81 crore has been allocated to construct a parallel flyover to the existing one at Savitri Cinema. This new half-flyover will be 435 metres long with a three-lane carriageway.
Resolving Chronic Traffic Jams
Currently, the single flyover in front of Savitri Cinema (built in 2001, 1.5 km long) only serves traffic moving from Modi Mill towards IIT. There is no flyover for traffic coming from IIT towards Modi Mill, leading to severe jams where commuters often get stuck for long periods. A demand for a flyover on this route has existed for 15 years.
Similarly, there is currently a single flyover from Modi Mill in front of Kalkaji Mandir towards Nehru Place, causing bottlenecks during morning and evening peak hours for traffic moving in the opposite direction (Nehru Place to Modi Mill).
Upon completion, these projects will eliminate traffic jams at major intersections, including Captain Gaur Marg–Outer Ring Road and Outer Ring Road–GK-II Road. The connectivity will ease traffic in Chittaranjan Park, Greater Kailash, Chirag Dilli, Kalkaji and Nehru Place.
MB Road Drainage Overhaul: Rs 387 Crore To tackle persistent waterlogging in South Delhi, the committee approved Rs 387.84 crore for the redevelopment of a major drain on MB Road.
Scope: The drain will be redeveloped on both sides of the 11-km stretch between Lado Sarai (near Mehrauli) and Pul Prahladpur. The total length of the proposed drain will be 22.76 kilometres.
Technology: The project will utilize pre-cast RCC box technology, where boxes are prepared in advance to expedite construction.
Timeline: The work is expected to take about two and a half years to complete.
Government Statement
PWD Minister Pravesh Verma highlighted the government's commitment to clearing backlogs.
He said, "This decision reflects the government's commitment, under which projects that have been pending for years are now being implemented rapidly. These projects were stalled for a long time due to indecision and a lack of coordination, but now, after the EFC approval, the government is moving forward with full determination towards their implementation".
