In response to recent incidents of cheating and fraud in government examinations, the Union Public Service Commission (UPSC) has decided to implement innovative digital technologies to revamp its testing system. The commission plans to incorporate advanced Aadhaar-based fingerprint verification and face recognition for applicants. Moreover, it is considering the use of closed-circuit television (CCTV) monitoring with artificial intelligence (AI) and QR code scanning of e-admit cards to prevent fraud and impersonation during exams, as per media reports.
This move follows the scandal involving Puja Khedkar, a trainee IAS officer who allegedly faked documents to take the civil service test 12 times, exceeding the permissible number of attempts. The UPSC has filed a criminal case against Khedkar, and the Delhi Police are currently investigating the matter.
To implement these changes, the UPSC is currently inviting bids from public sector undertakings (PSUs) for the provision of the necessary technical services. The tender outlines requirements for Aadhaar-based fingerprint authentication (also known as Digital Fingerprint Capturing), candidate facial recognition, QR code scanning of e-admit cards, and real-time AI-powered CCTV surveillance.
According to the tender documents, the UPSC will provide the selected technology provider with the exam schedule, location details, and applicant numbers two to three weeks prior to the exam to facilitate on-site preparation. Moreover, candidate details, including name, roll number, and photo, will be sent seven days before the test to assist with fingerprint authentication and facial recognition.

The service provider will need to deploy a sufficient number of handheld devices integrated with QR code scanners and provide adequate staff at each test center. The QR code on the hall ticket will be scanned to automatically retrieve the candidate’s information from the UPSC database, as per the media reports.
The UPSC conducts 14 examinations annually, including the prestigious Civil Services Examination (CSE), along with various recruitment tests and interviews for Group ‘A’ and Group ‘B’ positions within the Government of India.
