In a bid to ensure better facilities for the destitute and homeless during the winter season, the Directorate of Local Bodies has ordered the installation of CCTV cameras in all night shelters.
Focus On Hygiene And Accountability
Anuj Kumar Jha, Director of Local Bodies, has issued instructions to all District Magistrates to implement this monitoring system immediately. The move comes in response to frequent complaints regarding poor maintenance at these facilities, specifically reports of unwashed sheets, dirty blankets, and unclean toilets.
Anuj Kumar Jha stated that the installation of CCTV cameras is intended to prevent such irregularities. The surveillance will allow for the monitoring of arrangements and ensure that any issues detected can be rectified immediately.
Administrative Measures
To fix accountability, the Director has instructed that a nodal officer be appointed for every night shelter. Additionally, municipal officials have been directed to deploy a dedicated supervisor for monitoring purposes.
To ensure transparency and easy access for grievances, the name and mobile number of the deployed supervisor must be prominently displayed at the entrance of the shelter.

Essential Amenities
The directive emphasises that residents of the night shelters must be provided with adequate protection from the severe cold. Officials have been instructed to ensure the availability of:
- Clean sheets, pillows, and blankets.
- Hot water facilities.
- Clean and functional toilets.
- First aid kits.
