The Yamuna Expressway Industrial Authority (YEIDA) on Wednesday warned the owners of industrial plots that if they do not make the land operational or complete the construction work within the stipulated time frame, it will cancel the allotment, Hindustan Times reported, quoting officials.
In case of selling a unit without it being operational, the YEIDA will cancel the allotment.
The decision comes after Yeida's chief executive officer (CEO), Arun Vir Singh’s last week's site inspection in Sector 29, where he found that 14 units were non-operational.
“We have also written to the Gautam Budh Nagar district magistrate (DM) Maneesh Kumar Verma seeking details of the agreement to sale, general power of attorney and other documents through which the industrial plots have been sold. Once we have the details of the sale of our industrial plots, we will check if the unit remains non-operational in the survey report. If it is verified through a survey report that the unit has been sold without even being operational, we will take action, including cancellation,” said Yeida's CEO on Wednesday.
Citing the rules, the official said that the authority gives a time limit of 2-3 years or more, depending on the category of the unit, after allotment to make the unit operational. If owners fail to comply with the rule, the authority has the right to cancel the allotment or levy a penalty on the owner, the report added.
YEIDA allocates units to create jobs and business opportunities, and when the owner fails to make the plot operational within the time frame, it defeats the purpose.
There have been cases where owners build the tin sheds on the plot, giving the impression that the unit has become operational. In reality, the unit remains inactive.
To curb this practice, YEIDA has decided to plan sightseeing in all the sectors, including sectors 28, 29, 30, 32 and 33, among others, to ascertain the operational status of the plot.

“We have made it clear to owners that they will have to construct at least half of the building with concrete instead of building a temporary tin shed to obtain an operational certificate. Many plot owners have built temporary sheds on their industrial plots, and applied to obtain a functional certificate so that they can sell the plot without even starting any business on the same. We will not let this happen,” said YEIDA CEO.
