Bihar Politics: The Comptroller and Auditor General (CAG)'s statement that the Bihar government failed to submit utilisation certificates for projects worth Rs 70,877 crore became a fresh flashpoint between the NDA government and the Opposition led by the Rashtriya Janata Dal (RJD). The CAG mentioned in its report that detailed bills (DC bills) were not made available against the pending utility certificates (UC) and summary contingent bills (AC bills) of the last few financial years. The UCs worth Rs 70,877.61 crore were not received till March 31, 2024. Despite reminders, DC bills worth Rs 9,205.76 crore were not made available till this period. In the election year, the Opposition is calling it a scam.
Tejashwi Yadav Vs Samrat Choudhary
While addressing a press conference on Wednesday, RJD leader Tejashwi Yadav said that the silence of the government shows that there has been a mistake somewhere. In response, Deputy Chief Minister Samrat Choudhary said that the delay in depositing the bills does not mean a scam, and if it is a scam, then it is a scam of the Mahagathbandhan government.
Most of the pending bills are from the time when Tejashwi Yadav was the Deputy Chief Minister. Shortly after Tejashwi's allegation, Samrat stated that the Principal Secretary of the Finance Department has said that during the last five years, the UCs of the lowest amount remained pending in 2024.
"The governments and ministers will keep coming and going, but the officers remain the same. If an officer says something wrong, then we should take cognisance of it. Tejashwi has incomplete information. The pending bills of the highest amount are from his tenure," Choudhary hit back at Yadav.
Will Launch Protest If Govt Remains Silent: Tejashwi
After the meeting of the coordination committee of the mahagathbandhan, one of the major issues on which Yadav raised was the UC and AC-DC bills issue. He said that the CAG report is telling that the account of about Rs 80,000 crores is not being found. This is not a small amount, the RJD leader added.
"The Bihar government could not give an account of this. This means that a big scam has taken place somewhere. We have been saying from the beginning that the present government, which claims to have a double engine, has one engine involved in crime and the other in corruption," he said.
The question is why the government is silent in the context of these Rs 80,000 scams, he asked, adding the government is not answering what the matter is, why has the government not been able to give an account till now?
"This is a matter of investigation, but ED, CBI will not investigate it, because these agencies are working as BJP's cells. Still the government will have to give an account. We will take this issue to the public," he added.
