State Bureau, Jammu: A purported online threat allegedly issued by the United Liberation Council (ULC), described by Indian intelligence agencies as a front for Lashkar-e-Taiba, has raised concerns over the safety of Kashmiri Hindu employees. The document has been dated August 7, 2026, which names six Kashmiri Hindu employees working under the Prime Minister's Package and discloses their telephone numbers.
The document threatens attacks in both the Kashmir Valley and Jammu, warning that Kashmiri Hindu employees could remain vulnerable even if they relocate to Jammu. Following the circulation of the document, security agencies have been placed on high alert and launched an investigation into the threat.

Threatening Note Names Six Employees
According to intelligence sources, the document is being examined as a potential hit list. By publicly disclosing the employees' names and personal contact details, the group allegedly seeks to intimidate them and expose them to possible targeted attacks.
The threat also claims that government departments, particularly the Revenue Department, are being monitored. The employees named in the document are reportedly posted in these departments.
The organisation has also objected to administrative arrangements provided to migrant Kashmiri Pandit employees, including work-from-home and remote-working facilities that allow them to work away from their places of posting. The document threatens action if such arrangements continue.
Warnings to Police and Administration
The document also contains threats against the Lieutenant Governor, the Director General of Police and officials based in Delhi, as well as local police personnel.
It claims that more than 90 per cent of local police personnel live and move within their respective areas and warns that they could therefore be attacked "anywhere and at any time".
The organisation has further threatened retaliatory attacks against security forces and the local administration in response to actions involving the attachment or seizure of properties belonging to terrorists and their supporters.
Security Measures Intensified
Following the circulation of the threat, security agencies have intensified scrutiny of the information contained in the document. Security arrangements for government officials, sensitive establishments and Kashmiri Hindu employees have reportedly been strengthened.
Surveillance around the residences of those named in the document has also been intensified as agencies assess the credibility and intent behind the threat.
Possible Attempt to Discourage Return to Kashmir
Intelligence agencies suspect that publicly identifying Kashmiri Hindu employees could be part of a broader strategy aimed at creating fear and discouraging Kashmiri Hindu families from returning to the Valley.
The government has for several years been pursuing measures aimed at facilitating the return and resettlement of Kashmiri Hindus in Kashmir. The latest threat is therefore being examined not only as a potential security concern for the individuals named but also in the wider context of efforts to encourage their return to the Valley.
Recent Attacks on Kashmiri Hindu Employees
The latest threat comes against the backdrop of several targeted attacks on Kashmiri Hindus in recent years.
October 2021: Terrorists entered a government school in the Safakadal area of Srinagar and, after checking the identities of those present, killed Kashmiri Hindu teacher Deepak Chand and Sikh principal Supinder Kaur.
May 12, 2022: Terrorists entered the Tehsildar's office in Chadoora, Budgam district, and shot dead Rahul Bhat, a PM Package employee.
May 31, 2022: Kashmiri Hindu teacher Rajni Bala was shot dead by terrorists outside her school premises in Gopalpora, Kulgam.
October 2022: Kashmiri Hindu Puran Krishan Bhat was shot dead outside his home in Chaudharygund, Shopian district.
February 26, 2023: Kashmiri Hindu Sanjay Sharma, who worked as a security guard at a bank in the Achan area of Pulwama, was killed by terrorists while he was on his way to the market.
