The Delhi Police special cell on Saturday arrested four men in connection with a terror module developed from extremist ideologies. The arrests were made in Maharashtra, Odisha, and Bihar.
All four individuals were influenced by extremist narratives on the formation of a "Khurasan-based lashkar," and the establishment of a caliphate, as well as participating in the "Ghazwa-e-Hind," DCP Praveen Kumar Tripathi told NDTV.
"An FIR has been registered at the Special Cell Police Station under relevant provisions of the Bharatiya Nyaya Sanhita 2023. We have also recovered material suspected to be used in the preparation of an IED, along with mobile phones and digital devices used for communication,"Tripathi said.
The arrested accused include Mosaib Ahmed alias Sonu, Mohammad Hammad, Sheikh Imran, and Mohammad Sohail. Mosaib and Hammad were arrested in Pune, Maharashtra, while Sheikh Imran and Sohail were arrested in Odisha and Katihar, Bihar, respectively.
How the module operated
Investigators revealed that the accused were part of closed groups on encrypted social media platforms, where they actively radicalised and recruited youth in the name of jihad and the establishment of an Islamic State.
Two members were involved in procuring locally available materials and attempting to assemble a remote-controlled IED.
Police said one of the accused encouraged others to gather weapons and explosives and even shared his bank account and QR code on social media platforms to raise funds in support of jihad. Another member allegedly promised weapons training and sought money for the same.
In December 2025, one of the accused visited sensitive locations in Delhi, including the Red Fort, and attempted to radicalise others by sharing images of the monument edited with a black flag.
The group allegedly discussed targeting key locations such as the Ram Temple, Parliament, and military installations.

Roles within the group
- Mosaib Ahmed, a mechanic from Thane originally from Azamgarh, helped assemble an IED using components from a remote-controlled toy car.
- Mohammad Hammad, a Mumbai resident, sourced materials like ball bearings and nails and passed them on for assembly.
- Sheikh Imran, from Bhubaneswar, played a key role in radicalisation and coordination, and conducted reconnaissance in Delhi.
- Mohammad Sohail, from Bihar, used social media to incite youth and raise funds for extremist activities.
Investigators found that some accused had been influenced over time by online speeches and content, which led them toward extremist ideologies and recruitment efforts.
Further investigation is underway to uncover the full extent of the network and identify additional links.
