In alignment with Prime Minister Narendra Modi’s vision of Housing for All, the Delhi Development Authority (DDA) has introduced a groundbreaking policy that allows private builders to sell Economically Weaker Section (EWS) flats through DDA. Under this initiative, DDA will oversee the housing scheme, manage applications, and conduct the allotment draw, while also playing a key role in determining flat prices.
As part of the policy, DDA will charge a 1 per cent commission per flat from builders. In return, builders will receive an additional 15 per cent Floor Area Ratio (FAR), enabling them to expand their construction scope. The policy, outlined in a circular issued by the Deputy Director (Public) Housing on Monday, applies to housing projects built on both private land and DDA-acquired land under Clause 4.4.3 (B) Five – Residential Plot – Group Housing of the Delhi Master Plan 2021.

According to the policy, builders constructing 50 per cent EWS flats will be eligible for the 15 per cent additional FAR. To facilitate sales, they can submit an application to DDA for assistance in selling these units. DDA will determine the pricing based on its set formula and launch a dedicated housing scheme, ensuring transparent allotment through a draw system.
Senior officials highlight that buyers often hesitate to trust private builders, whereas DDA enjoys strong credibility. This policy aims to encourage private builders to construct more EWS flats while ensuring easy and reliable sales. Additionally, the increased availability of affordable housing will provide buyers with more choices, bringing the government’s vision of Housing for All closer to reality.
