Union Home Minister Amit Shah on Tuesday said that a high-level committee has been constituted to analyse the pattern of infiltration and unnatural demographic changes. The committee will be headed by Justice Prakash Prabhakar Naolekar (retired) and include four other members.
Who is Justice Prakash Prabhakar Naolekar?
Justice Prakash Prabhakar Naolekar is a former judge of the Supreme Court of India and the former Lokayukta of Madhya Pradesh. Born on June 29, 1943, in Madhya Pradesh’s Jabalpur, Naolekar comes from a distinguished family of lawyers. He earned a B.Com degree in 1963 and an LLB degree in 1965 from Jabalpur University.
He began his legal practice under Justices AP Sen and JS Verma. As a lawyer, he had a long practice in civil, criminal, constitutional, labor, and service matters. He also served as Vice President of the Madhya Pradesh High Court Bar Association.

He was appointed a permanent judge of the Madhya Pradesh High Court on June 15, 1992. He was then transferred to the Rajasthan High Court in 1994. On June 10, 2002, he was sworn in as Chief Justice of the Gauhati High Court.
He was elevated as a judge of the Supreme Court of India on 28 July 2004, from where he retired on 29 June 2008.
After retiring from the Supreme Court, he was appointed the Lokayukta of Madhya Pradesh in 2009. He served as the anti-corruption ombudsman until 2016. In addition to judicial work, Justice Naolekar had a keen interest in classical music and sports, and was associated with several social and educational organisations.

Role Of High-Level Committee
Amit Shah said that demographic change is a serious issue for the country, as it is linked not only to the nation's sovereignty but also to security, law and order.
The demographic change has a profound impact on social structure and the preservation of tribal society. The high-level panel is tasked to conduct a comprehensive assessment of demographic changes occurring across the regions in India due to unnatural causes, including illegal immigration.
As part of the task, the committee will also analyse patterns in abnormal population shifts at the levels of religious and social communities. After a detailed root cause analysis, the panel would provide a planned and time-bound solution to deal with the trend.
