In a major relief to industrial entrepreneurs, Noida Authority CEO Dr Lokesh M has directed that businesses which have already obtained a No Dues Certificate (NDC) after paying the one-time lease rent will no longer be required to submit the certificate again while seeking permission to rent or mortgage their units.
Until now, the Authority’s accounts department routinely demanded a fresh No Dues Certificate for such permissions, causing delays and inconvenience for both entrepreneurs and Authority staff. The Noida Entrepreneurs Association (NEA) had been raising objections over the repeated requirement, arguing that all relevant documents were already available with the Authority.

NEA President Vipin Kumar Malhan had repeatedly emphasised that once the one-time lease rent is paid and the NDC is issued, entrepreneurs should not be asked to produce it again, as the process hampers business operations and leads to unnecessary harassment.
The issue was taken up strongly in the recent meeting of the Udyog Sahayak Samiti (Industry Assistance Committee), prompting detailed discussions.
Responding to the concerns, Dr Lokesh M directed officials to discontinue the repeated demand for No Dues Certificates. He said that work related to industrial units must be transparent, simple, and efficient, adding that the move would help improve ease of doing business and boost investment prospects in Noida.
