In a major initiative aimed at promoting cow-based entrepreneurship and rural employment, the Uttar Pradesh government will establish Panchgavya medicine, cow-paint, and organic manure production units in every district of the state. Under this initiative, 75 self-reliant cowsheds (gaushalas) will be developed across 75 districts, which will serve as both centres for cow protection and innovative rural enterprise.
According to Dr Anurag Srivastava, Special Executive Officer of the Uttar Pradesh Cow Service Commission, each district will have one cowshed built on a self-reliant model. These cowsheds will be integrated with Panchgavya-based production units, biogas plants, organic fertiliser facilities, and cow dung block manufacturing units.
The initiative will follow a district-specific innovation model, tailored to local resources and expertise. It aims to empower women self-help groups and rural youth by providing free training in the production of Panchgavya products, bio-seeds, biogas, and cow-urine-based medicines. The training will cover the entire value chain—from production and processing to packaging and marketing.
Biogas plants will be set up in selected gaushalas to generate clean and renewable energy, while brick-like blocks made from cow dung will be produced for use in construction activities.

Officials believe the initiative will not only encourage cow protection and sustainable practices but also boost rural innovation, livelihood generation, and organic agriculture across the state.
