PM Surya Ghar: The Ministry of New and Renewable Energy has issued new guidelines allowing two more payment modes for installation of rooftop solar systems under PM-Surya Ghar- Mufat Bijli Yojana. It will provide subsidies to households and ensure tariff protection if they pay through Renewable Energy Service Companies (RESCOs) and utility-led integration models.

The ministry has announced project guidelines for implementation of ‘Payment Security Mechanism’ component and ‘Central Financing’ component for Resco model/ utility-led integration model under PM-Surya Ghar: Muffat Bijli Yojana, an official statement said.
Under this scheme, Rs 100 crore will be provided for Payment Security Mechanism (PSM) for risky investments in Resco-based grid-connected rooftop solar models in the residential sector. 100 crore, which may be supplemented through other grants, funds and resources after appropriate approval, the statement said.
Under the Resco model, third-party companies invest in rooftop solar installations so that customers pay only for the electricity used without any upfront costs.
Under the utility-led integration (ULA) model, electric distribution companies or state-designated entities install rooftop solar projects on behalf of individual households.
The Ministry further clarified that these guidelines are in addition to the existing mode of implementation (capex mode) by consumers through the national portal and these alternative models will help in the implementation of the national portal based scheme.
