ADM Arvind Kumar Story: PCS Arvind Kumar Singh, a 2012 batch Provincial Administrative Service (PCS) officer of Uttar Pradesh, exemplifies a truly inspiring journey of academic brilliance and professional dedication. His remarkable path from a B.Tech graduate to a UPPSC topper in his second attempt showcases his exceptional intellect and unwavering perseverance.
However, his commendable career recently took an unexpected turn with his suspension by the Yogi government, a decisive action following his alleged failure to join his new posting in Deoria after being transferred from Bijnor on May 30, 2025.

A Foundation of Academic Excellence:
Arvind Kumar Singh's strong educational roots began in Hapur, Uttar Pradesh, with his schooling completed in Rampur. He then pursued a B.Tech in Electronic and Communication Engineering from Ideal Institute of Technology, Ghaziabad. A brilliant student, he not only topped his engineering program but also earned a prestigious gold medal in Physics, highlighting his profound academic capabilities.
Ascending the Civil Service Ranks:
After his engineering degree, Singh initially aimed for the highly competitive UPSC Civil Services. Although his first attempt wasn't successful, he strategically shifted his focus to the UP Civil Services exam based on friends' advice. His relentless effort paid off spectacularly when he cleared the UPPSC exam in his second attempt in 2010, securing the coveted first rank and marking a pivotal moment in his career.
Following his successful training after clearing the UPPSC exam, Arvind Kumar Singh's journey in the state civil service commenced with his first posting as a deputy collector in Kannauj. This initial assignment set the stage for a dynamic career path, as he subsequently served as deputy collector in other key districts including Meerut, Shamli, and Aligarh. These early postings provided him with diverse administrative experience at the grassroots level, honing his skills in public administration and governance.
Demonstrating consistent performance and a strong grasp of administrative duties, Singh continued to climb the ranks. He was appointed as the City Magistrate in Shahjahanpur, a role that brought increased responsibilities in urban administration and law enforcement. His capabilities further led to his promotion as Additional District Magistrate (ADM) in various districts such as Shamli, Chitrakoot, and most recently, Bijnor, where he managed crucial portfolios like finance and revenue for three years. These roles showcased his growth and trust within the administrative hierarchy.
However, this impressive ascent faced an unforeseen challenge with his transfer to Deoria as ADM. The significant distance of 810 kilometers from his previous posting allegedly led to a delay in joining, with reports suggesting he even switched off his mobile to avoid communication. Deoria's District Magistrate, Divya Mittal, repeatedly communicated the urgent need for an ADM, especially given the district's vulnerability to floods, which require immediate administrative attention. After approximately 40 days of non-compliance, the Yogi government took decisive action, suspending Arvind Kumar Singh.
In conclusion, Arvind Kumar Singh's journey exemplifies intellectual brilliance and professional ascent within the civil services. His academic achievements and rapid career progression were commendable. However, his recent suspension underscores the paramount importance of administrative discipline and the expectation that all public servants, regardless of their past accomplishments, must prioritise their duties and comply with government orders. This incident serves as a powerful reminder of accountability in public service.
